Well, the only way to tell is through family history. If that's not available, then probably not. Anthropological traits differentiate the 3 races and that is ALL that is different. If you are, say Caucasian and Black, it's difficult to know which traits you will inherit, not that it matters. The dividing line is getting more and more dim, and it's a good thing. Diversion is good for the human race. One of my favorite stories as a child was the Dr. Seuss book, "The Sneeches," where some sneeches had stars on their bellies, and some did not. I forget which was better, but after deciding to impose stars on everyone's belly, there was no more bigotry. I can only hope that for we humans, so that bigotry and hatred will be banished forever.
BTW, race has nothing whatsoever to do with hair, skin color or any other internal or external feature. We are all identical in makeup and physiology. ONLY bone structure is different, and involves the shape and structure of the head. While other bones together can be used in classification, it is only their relative size to each other that tells the story. The difference is so slight, you cannot see it or tell without x-ray or other imaging. Most times, only forensic anthropologists can tell, and usually for the sole purpose of identifying a body for which they have no name. It is helpful to know the race of the victim so that it can narrow down the possibilities and proper identification can be made .... and a family may bury their loved one.
From my Native American and African American background, I can tell you that my relative native american and african american families worked along side each other on the plantation. No, they probably didn't enjoy being slaves on a plantation, but it is evidence given from my 100 year old grandmother. She made a book about our family history I never forgot and the native american/ african american mixing was the most recent (meaning 1800's) further mixing of my already west indian family line. So, they were friends and a little more.

You can tell if you perform an ancestry DNA test. Sometimes its not enough to go by appearance alone. But African American is just one category of 'African'. You can be of African ancestry and not be American. In the USA, it's no longer important to be of African ancestry since the Jim Crow era is in the past and no longer applies today.
Well there were only 2 in existence, but none are in the government anymore. The closest thing I can tell you is that we have an African-American president.
