The US is an industrialized based nation, whereas Vietnam is an agricultural nation.
The slave holding states in the Southern US wanted to become an independent nation. By doing this, Southerners believed that they could protect their way of life which included being a nation where slavery was an "accepted" institution.

Yes. If they sue the debtor and win a judgment the creditor or collector can execute the judgment in accordance with the laws of the debtor's state. Texas, Pennsylvania, South Carolina and North Carolina are the only US states that do not allow wage garnishment for creditor debt.

Yes, if the creditor sues the debtor and receives a judgment award the judgment can in the majority of US states be executed as a wage garnishment.
If we provide some services to the vendors they are paying for our services therefore the person who are paying us becomes our sundry debtors.
In terms of debtor/creditor status (meaning giving or owing money, borrowed to finance development initiatives), Mexico is one of the largest debtors in the world, owing to several countries including the United States, Spain, France, the United Kingdom and Japan. Current Mexican external debt is around US$353 billion (2012). In terms of debtor/donor status (meaning funding or receiving money for international aid initiatives) Mexico is a debtor nation too, but it receives only US$500 million per year (2013) which is very little for a country with 120 million inhabitants. For comparison purposes, Egypt (population 90 million) received US$5,505 million in development aid during the same year.

Probably none. In the US when it is a civil suit by a creditor for debt owed the law requires that only a reasonable attempt to notify the debtor that they are being sued needs to be made. In other words, if the debtor refuses the summmons, the summons is sent to the last known address but the debtor no longer resides there, a person other than the defendant accepts the summons, and so forth; the lawsuit can go forward and a default judgment can be entered against the defendant debtor. Consumers are often confused about statute of limitations for debts and assume that once the deadline has passed a lawsuit will not be filed, that is a misconception. The creditor can still legally file suit and the suit can be heard and a judgment entered if the defendant does not appear and present the expiration of the state's SOL as a defense. The exception is that a debtor must be notified that a judgment has been entered against them, but again that notification in the majority of US states only needs to qualify as a reasonable attempt to contact. The best option would be to consult with an attorney who is qualified in creditor-debtor laws.
