The need for states to listen and respond to the needs of citizens and to avoid another Shayâ??s rebellion. Despite fiery rhetoric addressing the importance of liberty, the United States was a slave holding country with no intention of giving up its slaves. And the best way to address liberty while still remaining a slave owning nation was a conundrum.
