A city-state is a small, independent entity (e.g. Vatican City). These places are not administered by local or federal governments. It would be like Washington D.C. separating itself from the remainder of the country, establishing its own government, and doesn't have to follow the rules of the rest of the country and/or world.
That would never happen since D.C. is the home of our federal government, and it's completely illegal for a place to do that (within the U.S.). Congress would never let it happen.
