Please check again post a new, separate question. There isn't anything called a "silver mint" bill, and no US bills are dated 1947. There were bills called silver certificates that were issued with dates of 1928, 1934, 1935, and 1957.
Bills are printed by the Bureau of Engraving and Printing, coins are minted by the US Mint and the two departments are completely separate.

Check that bill again. There was no $1 silver certificate dated 1931.

1957 $1 bills are silver certificates. In the old days, you could trade that dollar for $1 worth of silver, or silver dollars. Right now, you can sell them or keep it.
The last silver certificates were printed with the date 1957. All green-seal dollar bills are worth face value only, unless they're uncirculated.
