Yes, as long as you are a registered voter, you can vote in the general election, even if you did not vote in the primary.

If you are voting for the first time, you will be required to show approved forms of ID such as PA driver's license or PennDOT ID card, ID issued by and Commonwealth agency, ID issued by US government, US passport, US armed forces ID, student ID or employee ID. If you do not have a photo ID, you can use a non-photo ID that includes your name and address, such as a current utility bill, bank statement, or paycheck.
