Groups, societies, and governments are responsible for instigating, condoning, supporting, financing, or participating in any act of violence, but if the act is in response to, or retaliation for some other act, then it is the direct fault of those who carry out the act. Indirect blame can be placed on many people whenever something goes wrong, or a bad incident occurs, but most of international terrorist activities world wide are based on extreme, criminal behavior, regardless of their alleged justification, or connection to someone else's previous act. The terrorists did not have to choose to do what they did, therefore the fault for the events of 9/11/01 belong entirely to those who committed the act.
