That alone would seemingly put him in the Federalist camp- as only the Federal government can control the armed forces and so on ( only Congress can declare War) Knox, was as you may have guessed the namesake of the Kentucky Fort- where the money is. It is pretty obvious the Federalists were the forerunners of the Republicans, big defense spending, strong central govt, homeland security or equivalent- like Hamilton.
Hugh Williamson was not an Anti Federalist. Although his views started to lean toward the Anti Federalist views, he was still considered a Federalist.
