House leaders may use a Union Calendar, House Calendar, or a private calendar to schedule debate on a bill. They may not use a Congressional Calendar for this purpose.

The topic of the Lincoln-Douglas debates mostly concerned the extension of slavery into the US territories. Douglas believed that the territories should decide for themselves whether or not they wished to have slavery. He felt that power should reside at the local level and should reflect the wishes of the people. Lincoln stated, "A house divided against itself cannot stand." Lincoln believed that slavery must be dealt with as a moral wrong and that only the power of the federal government could extinguish slavery.
The small states thought it was going to be unfair if the big states had more representatives than the small ones. The smaller states like Delaware wanted equal representation. The Great Compromise was when the leaders of each state decided to have the Senate and the House of Representatives. The Senate has equal number of representatives and the House has representatives based on population.
To bring up the topic that they will be discussing in the House of Commons. e.g. a bill, law etc... but they must be totally clean of their party decision. They don't want the speaker to love the Conservatives or Liberals. Only because the speaker will take their side of the discussion, which may lead to other things.
The House of Burgesses was the first representative legislative body in colonial America. It first met at Jamestown, then the capital of Virginia,on July 30, 1619. After 1625, the House of Burgesses managed the affairs of the colony without the Governor. Although not entirely democratic it contributed to the development of representative government in colonial America. When it was temporarily dissolved in 1774, its members met in the first revolutionary convention in Virginia. There they elected delegates to the First Continental Congress.
