Johnson was president, and also a southern sympathizer. Most of the people is Congress at the time were radical Democrats, so they completely against southerners and wanted them punished. Johnson, knowing he had to keep Congress happy if he wanted to keep his job as president, stated that any southerner found would be charged with treason, and punished as seen fit. Congress was very happy with this statement and immediately found southerners to charge with treason. Johnson pardoned 90% of the southerners brought to him. (Presidential pardons wipe away all transgressions a person pay have against the country). Congress was unhappy with Johnson. So to answer the question, 90% of southerners were charged and then pardoned during the reconstruction.

This act was made for the south to be able to go to the north and search for their run-away slaves and to be able to go into a northerners house and search for them. Sometimes the slaves would hide in the barn with out the northerners knowing and the northerners would get in trouble for it and they did not care if they were telling the truth about not hiding slaves or not they would still get in trouble.
Copperheads were Northerners who did not want to go to Civil War. Rather, they wanted peace and to try and find a compromise with the South.
Southern leaders had no say in plans for reconstruction. Without representation critical issues involving the economy of the South could not be addressed. Newly freed slaves also had no where to go after being freed and the loss of slave labor had a negative effect on the agicultural economy the South was founded on.
It means that even though the North did win the actual Civil War the South won the time of Reconstruction. This is because during Reconstruction the government let the South go back to their old ways of complete racism and also they let them have sharecropping which was almost as good as slavery for the South. it took a lot of time before the government finally got everything figured out and helped the African-Americans.
They had to both find a way to fix the South and to keep Peace w/ the South at the same time. They tried not to anger them so that they don't have to go to war again.

it hurt because the taxes were very high and they had no money to do the Reconstruction. after the war confederate money was worthless. people who have loaned money to the south were never paid back. it help because Abe Lincoln the 16 president outlined his 10% plan for the reconstruction.
