Britain had just finished fighting a very expensive World War, part of which was know as the French Canadian War. Britain didn't maintain a large standing Army, they relied a lot on locally recruited troops in their empire.

In North America they had used troops from the colonies to aid in the fighting against the French. The British didn't want to become entangled in a military campaign against their own allies, they just believed that the colonists should share the cost of defending themselves against the French and thought it was unseasonable that they didn't want to do so.

The problem was, now that there was no threat from the French, the Americans didn't really need the support of the British at all.
