It appeared to mean that slavery was protected by the Constitution, and could not be banned from any state of the Union.
Southerners favored the annexation of Texas, but Northerners objected that Texas would add another slave state to the Union.
Because they regarded the Union as sacred - also they didn't want to lose the cotton revenues.
Primarily to keep the Union together and not let the States split. The Union (or the North) beleived that the Southern States did not have the right to leave the Union. That point of law has been debated for a long time.

As the war casualties climbed, the Union needed even more troops. African Americans were ready to volunteer. Not all white northerners were ready to accept them, but they had to. Lincoln appointed an official to help Blacks be accepted by the Union army.
