It's not a penny. It's a mint medallion included with a set of uncirculated Philadelphia coins. Denver sets have a similar medallion with a large D.

Medallions are struck on the same blanks that are used for cents, They're not collectible because they don't have dates or any other indication of when they were made. If a dealer or collector opens an uncirculated set to sell the coins individually they often spend the medallion as if it were a regular penny.
