It depends on which country you're referring to. In the US the quarter is the "workhorse" coin because half-dollars rarely circulate, so many quarters are needed for making change. Similarly cents are used in great numbers because there's no 2-cent coin and most locations in the US have sales taxes which mean prices rarely end in 0 or 5.
