Washington, DC, is named in memory of the first President of the United States, George Washington.
It is "DC" because it is situated in the District of Columbia, a federal district that is not part of any state and is controlled directly by the Federal government. A district of this sort was set up so that the National Capitol would not be in any one state, giving that state greater prominence than the rest. "Columbia" was a poetic alternative name for "America" in the late 18th century.
