Two ways:
First, if the majority has control of both the senate and house as well as the presidency then the could repeal a law just like amending a law. The process is the same and could possibly only need a simple majority.
Second, if one party has control of the congress but not the presidency then it will be very complicated. The President has veto power that would stop a law from being repealed/passed. The only way to get around this is to have 2/3rd's of the house and 2/3rd's the senate pass the law again. This would require complete bi-partisan support and would amend the bill into law without the President's participation.
