The best answer to your question would be "a lot". During the time of Jesus the Roman empire, although not at it greatest extent, still ruled a vast amount of territory and peoples. All the ancient societies had slaves. There would be no way to determine their number as slaves were usually not counted in any census. Any figure given would only be a guess and not a fact. The best answer to your question would be "a lot". The Proclamation did not cover any slaves in Union states.
The Emancipation Proclamation only freed slaves in any of the Confederacy States of America. Any state in or allied with the Union were allowed to keep any slaves they had. Since Lincoln had no authority to free slaves in the rebelling states, Union armies did free slaves in those states they occupied.
