Also, by adding additional costs to the end price of imports, it makes locally made products of like kind (shoes as an example) appear more competitive to what could have been imports with lower prices. This is usually the justification for tariffs; to "level the playing field" pricewise of imports and domestically manufactured products.
Unfortunately, what can happen is that by restricting the imports from outside, a country has essentially weakened the exports of another nation, who, in turn impose tariffs of their own, called "tariff wars". An example of this is when the US threatened tariffs on Chinese imports flooding the US. The Chinese responded by imposing tariffs on American food stuffs, while the food sat in warehouses waiting to by processed through the inspection process it rotted and was thus refused on those grounds. The American food producers were out the proceeds of their product as well as the cost of shipping.
