The later one was considerably toughened-up - in fact, it was almost meant as a macho gesture, as Congress wanted the South to feel that it was a serious concession to Southern interests (as part of the Compromise of 1850). This one demanded that members of the public must report anyone who looked as though they might be a runaway slave, on pain of a heavy fine. Northern citizens strongly resented being treated as unpaid slave-catchers, and this was one reason why the Compromise of 1850 did not work.
