It depends on what time era you are speaking about, a near genocide attempt happened that nearly wiped out en entire race, that is the most popular one that the Indians remember, women and children were killed, bounties were put on killings, Indians were sometimes marched in the dead of winter and either froze to death or staved to death. Now a government dependent Indian exists that is in my opinion another form of genocide. Relying on health care, housing and money, etc... Creating a stronger more independent Indian? I do not believe their are enough safeguards currently to do such, reliant people of ANY race is never a good idea if it makes that race less independent. Some government regulation is good, you can NEVER say responsibly go start your own country and make your own laws within the United States to a few thousand people and expect much, look how long it took America to develop.
