They belived that the closer government was to the people, the easier it was for the people to keep it in check and thus the harder it was for the government to become tyrannical. Thus they felt that most governing power should be retained by the individual states and the central government should be given as little power as possible. They felt that the government created by the constitution could eventualy overwhelm the states and take away the ability of their people to govern themselves. Hence it would threaten their rights.
