The South was faced with the overwhelming task of reconstruction. They basically had to rebuild everything that was destroyed during the war. This not only included buildings, towns, farms, etc., it also included their reputations. For quite a while after the war, Confederates were seen as no good and were not allowed to hold government positions. The South also had to face oppression from the North. After the war, all slaves were set free. The South did not like the idea of living amongst free black men and women, so they created Jim Crow Laws and Black Codes that oppressed Blacks. This laws and regulations did everything except take away their right to vote. Seeing that the South would not cooperate with the North's wishes, the Northern government split the South up into five military districts, each looked over by a high ranking military official and other soldiers. However, this plan did not last very long. As soon as the soldiers pulled out of the South, the Confederates returned to their early policy of Black oppression.

After the 13th Amendment to the US Constitution was passed abolishing slavery there were three main questions of some magnitude on the table. These were two among several smaller issues. The major ones were:

A. How to "reconstruct" the South whose economy was left in disrepair after the war;

B. How to secure the civil rights of former slaves who were now in a totally new enviroment due the the abolishment of slavery; and

C. The US Treasury was deeply in debt due to the funds that were borrowed to carry on the war.
