The U.S. never used an "E" mint mark. The mint mark area is under the date, just like on current cents.

blank = Philadelphia

D = Denver

S = San Francisco.

WW2 steel cents were saved by the ton and are available from dealers for 25¢ to a few bucks depending on their condition.
