Article I of the Constitution refers to the legislative branch otherwise known as Congress, of the federal government.
The part of government that decides how new states are admittes is Congress. This is from Section 3, Clause 1 in Article 4 of the Constitution of the United States.

The idea that government was not all powerful had become an accepted part of the English system by the time the first colonies were founded in the New World. The idea first appeared in the Magna Carta, also known as the Great Charter, that King John signed in 1215. It established the principle of limited government, in which the power of the King, or government, was limited and not absolute. Limited government is also found in the US Constitution. The Constitutional Convention developed the system of federalism, which insures limited government on a national basis.
Dual Federalism: a system of government in which both the states and the national government remain supreme within their own spheres, each responsible for some policies. This is commonly known as "layer cake" federalism.
Controls given to one branch of government to limit the power of another branch are known as checks and balances.

Federalism is an ideology based on how much power the federal (national) level of government should have. There are two main schools of thought. One is dual federalism (also known as layer cake federalism). Under dual federalizm, state and national government both have their own set of powers and should not interfere with each other's business. The other, cooperative federalism (or marble cake federalism), is based on the idea that both levels of government should work together. Take for example the New Deal.
