Then 3/4 of the states have to vote yes for it to become part of the constitution. The second method is that 2/3 of the state legislators call for a convention. Then Congress must set up a convention. The new group discusses the amendment. Then 3/4 of the states have to accept it. I don't know how these illustrate the principles of federalism. That is what i was here to find out too.
