Not necessarily. If you are saying that to insult someone, then that is being racist. But if you are deescribing someone, then that doesn't count as being racist. But a better term to avoid confusion would be "African".

The United States has about 300 million people, of whom approximately 200 million, or 2/3, are classified as white. Almost everybody is racist, at least in the US, so it depends to what degree of racism you're talking about. Assuming a moderate level of racism, maybe 15% of non-whites are racist and 85% of whites are racist. White Americans are probably the most racist people in the world. Anyway, this means that about 2/3 of the total population, or 200 million, racist people live in the United States.

A person can prejudice another person but not be a racist by always being positive and tolerant.
Pseudo racist: 1. A person who opposes or dislikes a pseudo race. Example: Someone who speaks against Islam. 2. A person who claims to be racist, but who is actually not racist.
A racist clowner is a friend who is racist to clowns. for example a person who thinks bozo is evil

The reason that there is so much publicity is because it was a racist attack, if a white person kills a black person it is classed as a racist which is big news, but if a black person kills a white person it is not classed as racist so it is not big news.
The word 'racist' is an adjective, as it describes a person or action, e.g. "He was making racist remarks about the colour of my skin."
