The Secretary of State was William Seward, and the Secretary of the Treasury was Salmon Portland Chase. Both were Republicans and among all of Lincoln's cabinet, Chase was the most radical.

As an aside, many Republicans had complained that Seward was more qualified to carry the Republican banner in the 1856 presidential elections. Fremont had received the nod.
