In a Corporate Colony, the governor, and a two-house legislature were elected by those qualified to vote.

In a Royal Colony, the king appointed a governor and a council of assistants. The governor had veto power. The governor and the council acted as the upper house. The lower house was elected by the voters.

In a Proprietary Colony, the king granted land to a family, single person, or group of people. These people had as much governing power as the king over their lands. The proprietor usually appointed a governor and a council of assistants. The governor and council were the upper house. The lower house was elected by the voters.
