Well, in WWII, America was an ally with France so they didn't declare war on France. Although America didn't start war on Italy (one of their enemies in WWII), because America didn't want to join the war. They thought it was too dangerous.

The Civil War officially started on April 12, 1861, when Confederate troops besieged and bombarded Fort Sumter, a Union-held fort in the harbor of Charleston, South Carolina. The Union troops were overwhelmed and surrendered after a couple days.
Short answer: No, can't declare war on yourself. Long answer: The whole purpose of the Civil War was for a new nation to be created, the Confederate States of America. If Lincoln had declared war on the CSA, then he would be recognizing that new nation...in effect the CSA just got what they wanted...a new nation (because President Lincoln just declared war on the Confederate States of America...therefore THEY EXIST AFTERALL!)
