Because people weren't ready for it. Alice Paul got sent to jail so obviously they couldn't carry on during that time. Also, President Wilson didn't like the idea, and didn't bring it up until the suffragists were force fed and it got leaked out. Then he had to save himself from humiliation, so he gave women the right to vote.
