The reason why he did it and why this policy was so effective is that this caused everyone to work. Because if they didn't, then they wouldn't eat. You see everyone who went on the voyage to the Jamestown colony were wealthy snobs or "gentleman". basically high class people who always had people doing everything for them and didn't work, but with this policy it forced them to work.
