The Federalists wished to ratify the constitution and give more power to a strong central federal government. Anti-Federalists wished to delegate more power to the states and did not wish to ratify the constitution without modification.
Federalists wanted to urge the Constitution to be in action, but the Anti-Federalists didn't want the Constitution to be in commencement. They were against it.
North Carolina originally did not ratify the Constitution. They chose to wait for the Bill of Rights to be added. Once the Bill of Rights was added, anti Federalists stopped their opposition to join the United States.
