Why did the government change the law that you can only be elected 2 times as president?

The 22nd amendment to US Constitution passed in 1947 and ratified in 1951 bars any US president from seeking third term. It was passed because many legislators thought that more than two terms would encourage monarchy type rule in USA which is against the spirit of the nation. Although Franklin Roosevelt was the only president who served for more than 2 terms, some other presidents also tried to seek third term. After Roosevelt's death in 1944 it was felt that not more than two terms be allowed to one person.

However, after FDR was elected to a 4th term, it was decided to make this unwritten rule into a written one. In the Election of 1952, the Amendment did not apply to the President who was in office at the time of the ratification, Harry Truman. Truman chose not to run in 1952 anyway.
