Radical Republicans wanted to oversee Reconstruction because they wanted to let the blacks have their equal rights that are stated in the Declaration of Independence.

The South didn't receive sympathetic treatment because the Radical Republicans gained power in Congress, thus giving them the power to override President Johnson's vetoes. The Radical Republicans wanted to make the Reconstruction process slow so that major social and economic changes could be made. They were supportive of black's rights and they wanted to make sure the whites in the South accepted the 14th Amendment and the freedom of the blacks.
The main goal for the reconstruction in the Civil War was to rebuild and accept the South in the US again, but radical republican reconstruction wanted to make the South pay for what they had done. The radical republican reconstruction was somewhat of a success in that they had several bills passed in Congress against the South.
The reconstruction plans sought by the Radical Republicans were designed to punish the South for the US Civil War. US President Johnson, who battled with the Radicals, had a more lenient plan for reuniting the North and the South.

Radical Republicans believed black people were entitled to the same rights as everyone else, and believed the Confederates should be punished for going to war with their country. They also wanted to keep Republicans in power in both the North and the South.
Reconstruction had absolutely nothing to do with rebuilding Southern infrastructure that was destroyed primarily by the North. Reconstruction and the goal of the radical republicans was to re-build the political male-up of the South to "look like" the north.
