They weren't afraid. I think you misunderstand the discrimination that was taking place. They didn't see them as having civil rights and the right to vote. There are still people today who feel this way.
First, it's not entirely true that all whites were against blacks having the vote. In fact, many whites, called "Abolitionists" fought to end slavery, and many whites (especially in the north) also stood up for the right of black people to vote. During the Civil Rights Movement, there were also large numbers of white people who supported and worked towards equality for blacks. But unfortunately, many white people in the south disagreed. They had long supported segregation, and they believed that white people were superior to black people; they further believed that "race-mixing" was bad for society. Their ideal society was one where blacks remained separate and "knew their place."
Some southern whites became members of racist organizations like the Ku Klux Klan, but support of segregation was also espoused by ordinary Americans not affiliated with any hate groups; they sincerely believed that black people were of lesser intelligence and thus should not be allowed to vote. Further, many southern whites believed that if black people voted, they might overturn white supremacy and end segregation. So, in order to maintain control and keep themselves in power, most southern whites did not want black people to be able to vote.

No, it does not. It also applys to : Females, Disabled, Blacks, Whites,ect. Everybody has the right to vot. Of course, accept under 18.
