It wasn't just new comers. Under the Jamestown compact they used a form of communal responsibility. All food grown was shared by all. This caused many to not work as hard to produce food and the food stores would run out in the winter and 7 out of 10 would die each year. At one point they even had trouble with cannibalism. That changed when the compact was ended in approximately 1612.
