Technically yes, horses can eat tobacco. However, the leaves are extremely bitter (if you have ever tried accidentally chewing a cigarette, you know this) and horses don't generally like to eat them. It also tends to cause diarrhea, which in an adult horse is not pleasant to deal with.
Prior to the advent of effective dewormers, giving a horse a couple of cigarettes was one way owners would keep the intestinal parasites to a minimum in their herd. However, there are several effective and cheap dewormers available at any horse supply store, so there's no reason to feed your horse tobacco any more.
