While veterinarians are taught to try to find an underlying cause for all the symptoms seen in a single patient, sometimes there are multiple concurrent problems. I would suspect in this case the paralysis of the hind legs and the rash are not caused by the same thing. Paralysis of the legs can be caused by several problems - a blood clot in the end of the aorta, a broken back, broken hip bones, etc. To find the cause you will need to take your dog to a veterinarian for an examination, probably with blood work and X-rays.
