If they have a splint on they should not go swimming in the firstplace. If they havent been to a doctor they need to go and if they have and the doctor splint it they should be resting not swimming.

It all depends on the situation i am currently in the US Navy and they teach up that the limb can be saved even up to six hours after the tourniquet has been applied as long as it is put on properly but should only be used for very sever bleeding after it has been applied it must be rechecked very often to ensure the wound has not started bleeding again and also should only be removed by a professional if you have any more questions feel free to ask
