You will be allowed to use quickchat only on runescape if you 1. State yourself as under 13-years old when creating a new account, as jagex automatically ban you from normal chatting in runescape unless you reach your stated 13 yr old birthday. Or that you have parental consent, jagex will give you a form for your parents. 2. You get muted permanently/temporaily by jagex moderators.
If you can't talk that means that when you created your file, you said you were under 13. It has nothing to do with your level. Until you have your 13th birthday, you will be limited to quickchat which is accessed by pressing enter then selecting what phrase you want to say.
