Not Really. In Super Mario Bros 3 there was a good king for each world and each king had a magic scepter containing several powers. Each koopaling stole each kings scepter and used them for evil. Each king was also transformed, by each koopaling, into a different kind of animal. And as an animal, the kings could not object to the koopalings' actions. But when beating the game, Each Scepter was returned to each of their rigtful owners. In New Super Mario Bros Wii, there were no kings to steal scepters from but the Koopalings still had scepters. It is most likely that Kamek, a magikoopa(which is a koopa wizard), gave the Koopalings their wands.
