There are 4 discs for The Sims 2. All four are used for installation, while you need the first disc to play the game every time you start it up (you can take it out during gameplay without any side effects, so you can share the disc with others wanting to play.)

If you are talking about installing a Sims 2 expansion to the Sims 1, it is impossible. You can only install the Sims 2 expansion packs into the Sims 2, not The Sims 1 or 3.
