Actually Maxis is coming out with Sims 3 in January 2008. I believe they are still working on Sims 3 thus I assume that no more expansion packs with be produced for Sims 2 but you should check the Maxis website for updates.

You can, but make sure the apartment life you get isn't expansion pack. Also apartment life is more fun with all the other expansion packs.

You can't. If you want to install any expansion packs, you need to have the Sims base game installed otherwise the expansions won't work.
