No. Solid Snake is the only confirmed playable character in Story Mode. However packaged with MGS4 is a starter pack for Metal Gear Online where you can create and customize your own character, aswell as play with several characters from the series including Solid Snake and Raiden.

There has been no confirmation of a Metal Gear and Metal Gear 2 remake. They are playable on Metal Gear Solid HD Collection in the Metal Gear Solid 3 portion, but thats the only thing that would be considered a remake right now.
