If you only get 1 fps when using shaders, the reason is likely that your computer isn't powerful enough to run shaders. If this is the case, consider lowering graphics settings. If not, try reinstalling shaders and Minecraft.
The FPS depends on your computer, not Minecraft itself. However, the maximum FPS Minecraft can reach is 1700.
I would suggest making your own computer. It can be a little expensive but its definitely worth the time and the money. If you don't know how to build a computer there are many great tutorials online that can show you.
You may not have a good enough video card or not enough FPS for minecraft to be playable on.

No, Minecraft shouldn't harm your computer, that is if you have a good computer with good FPS if not then minecraft will run slow. In other words you may have gotten it from a different website which may have a virus or in worst cases harm your computer. Make sure to download it from minecraft.net for no virus which could harm your computer.

You can download a modification called Optifine. Optifine is a mod that smoothens Minecraft performance. Doubling FPS is very common with this modification but that really depends on computer specs.
