No. You need the Power Bracelets to lift it up and throw it, or the Skull Hammer to smash it.

Power Bracelets are inside Fire Mountain (which is directly below Dragon Roost Island). You need ice arrows to get inside. To get ice arrows, warp into the Mother and Child isle to get them. If you don't know what I'm talking about, then you probably haven't gotten far enough.
