I'm pretty sure there can only be tornados and stuff like that on SimCity or another kind of SimCity. The only disaster you can have on the regular Sims 2 is fires, and maybe some weather problems in the Sims 2 Seasons expansion pack. (e.g. rain, snow, hail) Hope that helps. :)
