Nope you can't (sadly). If you do see people supposedly having "Jill" for story mode, you can be sure it's a mod. It only works for PC I think and it still displays the name "Sheva" at the bottom right screen. Yes you can play as Jill in the RE5 story, you can also play as Wesker but this can only be done by modding or finding a modded save. It works both PC & console's. It's only for PC and it's actually a mod. It still says "Sheva" but she looks like Jill so there's really no point. Trust me I wish they would add Jill but I'm not doing a mod because I would feel silly. Oh, and the fact that I play RE5 on the PS3.

Basic outline of why wesker hates chris: -Chris survived, while Wesker's original plan failed -Chris killed the Tyrant, whereas it was supposed to be the other way around for BOW data -He had the mansion destroyed, AND ESCAPED alive with all the comrades -Then he killed off Alexia in CVX (although Wesker made up for the loss by taking away Steve's T-Alexia injected body instead) -Chris survived the fight at the end of CVX, while Wesker got beat down with Chris' smarts, and was left with a burned face -Chris escaped again Then the plans he ruins in RE5

Basically it was about Alice going after Wesker and failing. Then it switches to finding out the people in Alaska were being controlled by the same devices used on Jill in RE5. She finds survivors at the building who assume she's going to rescue them. She reunites Chris with Claire (bullcrap) and they start on this whole two hour piece of crap adventure of escaping the building to get to the boat. That didn't work, so they had to kill Wesker. Long story short, they took EVERYTHING from Resident Evil 5 and failed at making this into a successful movie.
