Yes, at one point in the dawnguards questline you will have a second chance to turn into a vampire lord. Serena will offer to turn you into a vampire lord so that you will not be weakened during the next objective. If you become a vampire lord then (not when Harkon asks you in the beginning) you can complete the dawnguard quest and be a vampire lord

Yes, unless the vampire is a transformation; if the vampire is a transformation then you wouldn't be able to transform into a werewolf and a vampire. I assume that the Dawn Guard expansion may provide a vampire transformation, and that there is an ordinary form of vampirism that applies to active effects like in oblivion.

no check your active efects and you will see an efect that says 100% dissese resistance if you are a vampire or werewolf

Yes in two ways, first is curing yourself of the Lycanthropy and then becoming infected, or with Dawnguard going and siding with Lord Harkon
