Yes, under the PSN's terms and conditions, using a mod is a bannable infraction. That includes both software mods such as a firmware hack, or hardware mods, such as physical modification.

You can't. Any hacks are immediately patched out of the game. Treyarch recently got into a deal with Sony. From now on, people who hack or mod games on Black Ops or other Call of Duty titles will be banned from the game (as usual) - but Treyarch will also pass your details onto Sony Entertainment Network Security Team as part of the new deal, because Treyarch are rewarded financially by Sony for every hacker/modder they report. Sony will then block the person entirely from the Network and insert a cookie that cannot be deleted into your Playstation system which wipes out all of your achievements and blocks your console from ever connecting to any Playstation network. To get around this type of ban, you'll have to buy a completely new playstation console. Being banned by Sony is expensive.
If you break the warranty seal on it you will get banned if they find out. There are plenty of mod-ed xbox's online but they wont get banned cause almost no one knows about them.So just tell no one of you mod online and your fine.

The USB Drive on a PS3 does not have access to the game download area of the HDD and the below information does nothing to answer the question of where or what website to obtain the mods.
